There are new guidelines which are being discussed which will change how you travel during COVID times.

Currently, for travelling in railways, you have to show a negative RT-PCR report. However, it is hinted that soon passengers with COVID-19 vaccinations will be allowed to travel in railways without having a negative RT-PCR report. The passenger will simply have to show their vaccination certificate on Aarogya Setu app.
This decision is likely to be confirmed and announced by the Railway Ministry on June 15.
Now, about air travel. The Minister of Civil Aviation (MoCA) Hardeep Singh Puri had a meeting with the Health Department on June 6; Mr Puri is looking to take a final decision on whether or not people with COVID vaccinations need to have a negative RT-PCR for travel.
The proposal is to allow people who have been administered both COVID-19 vaccine doses to travel without a negative RT-PCR report.
Overall, the decision on whether or not you need to have a negative RT-PCR for travel when you have already been administered a COVID vaccine will be taken soon. New guidelines are expected to come out by June 20.
