After the guidelines sent by the Home Ministry, there is a verdict for oppening schools after 21st September, 2020. But what states are going against it?

As the Indian Government has allowed students from 9-12 to come into school voluntarily. However, due to concerns regarding the outbreak, Uttrakhand is not going to resume schools. The health minister of Uttrakhand Arvind Pandey has said that there is no chance for the state to open the schools as the well being of the students it the top priority.
Haryana, Delhi, MP, and Bihar have agreed to the center's discretion and unlocked their schools for 21st September. This is a piece of short news, however, the one possibility is of the domino effect. As Uttrakhand negates the Centre's orders, then it is a possibility that various other states may also follow UK. Another speculation comes about going into another lockdown if the pandemic turns into a larger issue.
Therefore, uncertainty for the future is prominent, however, for now, schools are opening for a voluntary basis from 21st September for most states.
